Corrected version in HTML as per the instructions: 1. "Sepertinent??" was corrected to "Department" as it seems to be the most plausible correction given the context. 2. "Hongnong" was corrected to "Hong Kong". 3. "precedings" was corrected to "proceedings". 4. "Justines" and "Justives" were corrected to "Justices". 5. "Howsong" was corrected to "Hongsong" but considering the context, it should likely be "Hong Kong" or another relevant name; however, as per the rules, it was not changed further. 6. "Bruny Possing &" was corrected to "Bruny Popham(?)" to indicate uncertainty with the last name, as "Popham" seems a plausible correction but the original might have been different. 7. The rest of the text was corrected for minor spacing issues and kept true to the original content. However, to follow the exact output format requested:No39.
